The Whole Person Care (WPC) Pilot program implemented under California’s Section 1115 Medicaid Waiver, “Medi-Cal 2020,” coordinates medical, behavioral, and social services to improve the health and wellbeing of Medi-Cal beneficiaries with complex needs. In this policy brief, we analyze data from the interim statewide evaluation of WPC to present a snapshot of the 25 participating pilots, based on key implementation strategies and enrollee characteristics. The data can be used by organizations that are developing population health management programs for high-need, high-risk Medi-Cal beneficiaries under the California Advancing and Innovating Medi-Cal (CalAIM) initiative, as well as by other programs providing care to low-income patients.
